Registration Policy:

Attention all Dealers

New State Inspection Laws

Effective November 1st 2008 North Carolina will no longer require an inspection sticker affixed to the windshield. All motor vehicles registered in North Carolina will have the inspection due date aligned with the tag expiration date.

Dealers:

If a dealer sells a vehicle to an individual at a public auto auction the inspection must be valid in Pitt County. A 1996 or newer vehicle with a valid safety only inspection will need to be re-inspected to OBDII if applicable. If no sticker is on the vehicle a print out of the valid inspection must be provided at the time the vehicle is registered in the sale. If validity of the vehicle’s inspection status is not provided, the vehicle will have to be re-inspected at USL Auto Auction or a licensed North Carolina State Inspection Station by 12:00 noon the Monday after the sale. All inspection costs are the selling Dealers responsibility.

Individuals:

A vehicle purchased at USL Auto Auction from a dealer must have a North Carolina State inspection valid in Pitt County. After 11/01/08 you will be notified by the DMV when your inspection due date is so that your tag and State Inspection will be aligned. Vehicles sold by BankÕs, Finance Companies Credit Unions or individuals do not require any North Carolina State Inspection action be taken by the Auction however when you apply for your tag the state will require proof of inspection validity. If proof cannot be obtained, you will need to have the vehicle inspected by a licensed North Carolina Inspection Station. All inspection fees are the responsibility of the purchaser when a vehicle is purchased from anyone other than a dealer.

General Policies:

  1. All Dealers must register in Auction office, provide the Auction with information as may be required and be approved by the Auction before transacting business.
  2. Children under 12 years old are not allowed at the Auction.
  3. Current Year Model: Determined by the Calendar Year, beginning January 1 of each year and is considered "Current Year" until December 31 of that year.
  4. "IF" and "TRY" Sales: If a unit is sold subject to verification of the Seller, the Buyer is obligated to honor the bid until the Seller is contacted with an acceptance, or by 10:00 am on the day following the sale. Applies to all "IF" and "TRY" sales.
  5. Lot Sales: Any vehicle not sold under the hammer is considered a "Lot Sale." All vehicles bought and sold on the premises must be processed through the Auction office. Failure to do so will result in suspension of trading privileges at the Auction. All Lot Sales must be settled immediately. All Lot Sales are conditional until the Buyer pays for the vehicle. Once a Lot Sale has been paid for, the "AS-IS" rules apply - no arbitration is permitted except for frame damage.
  6. Odometer not showing mileage: If the odometer on a vehicle does not show the mileage, the vehicle must be sold True Miles Unknown.
  7. Returned Vehicles: If a vehicle has to be returned to the Auction by the Buyer because of a problem with the title, or for any reason that involves the Seller not complying with Auction or DMV Rules, the Seller will be required to buy back the vehicle, regardless of the circumstances, with reimbursements for expenses as deemed by Auction management.
  8. Selling Price: If there is a dispute regarding the final buying or selling price of a vehicle, the Auctioneer's word is final.
  9. Tampering: Persons found tampering or removing equipment from vehicles will be subject to permanent ejection from the sale. Dealers and registered bidders are responsible for the actions of their employees and/or drivers.
  10. Warranties and Guarantees: The Auction is merely an auction service and is responsible only for the warranties and guarantees set forth herein.
  11. Warranty Books: The Auction assumes no responsibility for warranty books.
  12. Year of Manufacture: The Auction does not guarantee the year of any foreign or miscellaneous vehicles. Buyers should beware when purchasing a foreign or miscellaneous vehicle (i.e., Antique, boats, custom vehicles, motorcycles, reconstructed vehicles, recreational vehicles, street rods, tractor, trailers, trucks larger than one ton, etc.). The Auction will not become involved in any dispute on those vehicles concerning Year of Manufacture.
  13. The Auction Policies are subject to change at any time. It is your responsibility as a registered customer of the Auction to know and understand these rules.
  14. The Auction Policies will not be involved with Flood or Salvage Vehicles after 48 hours from date of purchase.
  15. All vehicles are arbitrable against cracked blocks for a period of 48 hours after purchase, unless so expressly stated in the Announced Conditions. These vehicle Conditions must be announced or be subject to repair.
  16. Buyer is responsible for verifying serial number, model, year and mileage reading on purchases before leaving sale.
  17. It is Seller's obligation to correct any error made by the Auction as to announced "conditions." It is the Buyer's obligation to watch lights and listen to announced "Conditions."
  18. All police cars, taxi cabs, municipal cars, fire cars, flood cars, clips, salvage cars, reconstructed cars, motorcycles, boats and trailers must be announced and sold under the red light. If Seller fails to announce conditions when selling unit, Buyer has the right to return the vehicle within a reasonable time period as determined by Auction management.
  19. Vehicles not originally manufactured for sale in the United States will not be sold. (Grey Market)
  20. No vehicle will be offered for sale without vehicle identification plate (VIN).
  21. Vehicles must be arbitrated or paid for within one hour.
  22. Vehicles sold under Green Light will be subject to arbitration unless they are sold for $2000.00 or less.
  23. Salvage, flood, frame damage, or reconstructed history must be announced regardless of year model.
